Helmut Kentler was a German Psychologist who thought he had a way to reintroduce troubled children to society and turn them into productive adults. He placed them with known Pedophiles. He believed that the care the Pedophiles would show to the Mentally Defective Teens would give them a nuturing house to grow in. He did this with the full backing of the Berlin City Government in the 1960s but the entire experiment was kept classified. It wasnt until the statute of limitations had run out that the public became aware of what happened.
