There is a difference between the Confederacy, which willfully separated to form a new country and Ukraine, which was invaded by a foreign power, rendering a big part of the population unable to vote. Also, I think the voters in 1864 didnt have to be afraid of drones or missile strikes when they gathered around voting stations in masses.
