Eisenhower speaks about this pretty candidly in his memoirs. Mossadegh nationalized the Iranian oil industry, which the British had built during and after WWII. The British position was that their investments had built the industry that Mossadegh was trying to shut them out of, so they embargoed Iranian oil, which sent the country into an economic crisis. Mossadegh then approached the U.S. for a loan, which Eisenhower refused because Iran had at its disposal the means to resolve its crisis. Mossadegh was not a communist, as some have alleged, but he was drawing closer to the USSR because his unwillingness to negotiate with the British was isolating him from the West. His economic policies were pushing Iran towards ruin. He made several moves to consolidate power, to include dissolving the legislature, replacing pro-Shah Army officers with his own loyalists, forcing the Shah into exile, and jailing rivals. Ultimately, it was less the coup than the failures of his own policies that led to Mossadegh’s ouster.
