You take the trade, at least if you’re a militaristic idiot and navy-mad. You need Heligoland to secure the exits to both the Kiel Canal and Wilhelmshaven, and who cares about Zanzibar? It only has value if 1) you have a navy that can protect your sea routes, and 2) you have British goodwill, so it costs you nothing you wouldn’t instantly lose in a war anyway, and gains you the ability to protect your homeland. The Caprivi Strip is just some nitpicking for domestic newspaper audiences, who will look at a map and feel satisfied.
