I mean UN did try in rwandas case, not remotely hard enough sure. But they did initially sent Peace Keeping troops there, and tried to restore order by connecting with politicians who are against the on going massacre, but then the UN officers together with those local politicians got gunned down by the mob plus polices, and the countries (mainly Belgium) participated in the Peace Keeping Troops started to get cold feet. Why was Belgium, the former colonizer of the country, of all other UN members the one that contributed most manpower for the Peace Keeping Troops in the first place is anybodys guess.
Replace the rwanda genocide wiht any genocide and it will still pretty much be correct
