The quote appears to be from a real book of Islamic jurisprudence called Tahrir al-Wasilah (also known as A Clarification of Questions), but its presented in a profoundly misleading way. Khomeini states that sex with animals is punished and that repeated violations are punishable by execution - meaning its clearly forbidden (haram). The passage about what to do with the animal afterward is discussing the legal/ritual consequences IF such a forbidden act occurs, not giving permission for it.
Is it for real? Did Khomeini really said that? Where can I check it?
I read Khomeinis book where he goes on about whats permissible and what isnt, and it goes into great detail about stuff no sane person would ever care about. Such as if you pee on a roof, how long does it need to rain for it to wash away completely, or what kind of position you should assume to wipe your ass after taking a shit in the desert. I guess these were more practical concerns for people in 1970s Iran than whatever the Shah was talking about.
