It can’t be understated how ridiculous stupid this was for Germany to have done. As the meme points out, Mexico wasn’t going to accept and even if they did they was nothing they really could have done. All it did was give Wilson the excuse he needed to get Congress to go along with declaring war which he already wanted to do and which German itself had taken for granted was going to happen eventually when they resumed unrestricted submarine warfare (another stupid decision which was intended to stave the British out of the war but also failed).

For anyone wondering what Mexico was busy with, they where busy being invaded by the U.S.  After the raid by Pancho Villa into the U.S. launch a military expedition into Mexico to capture him. The U.S failed to capture Pancho Villa. If you are wondering why this didnt start the second Mexico and U.S. war is because Mexico was just wrapping up a decade long civil war. Edit spelling of Pancho Villa.
