*don’t need codes to use tactical nuclear weapons. And it’s not like the knowledge how to maintain them, or even *make them* magically went away after 1994.
Perhaps I am ignorant on the subject, but... I think the most difficult part is having the nuclear weapons. Being able to operate them, renovate the facilities, and link their use to a new headquarters in Kiev does not seem too difficult on paper, does it?
