In the 18th century Prussia, a local Nobleman redirected water from a river to fill his carp ponds. This allegedly lead to Miller Christian Arnold and his wife not being able to properly use their water-powered mill due to diminished water stream. Losing the revenue, they said they couldn’t pay their rent to their landlord, which lead to a court case. The judges ruled in favour of both the landlord and the nobleman who had redirected the water. The miller’s family ended up losing the mill. Afterwards, the miller’s wife Rosine Arnold petitioned Fredrick the Great, who took the miller’s side on the issue. He gave the mill back to the Arnolds and went as far to sack and imprison some of the judges involved, since he felt they had not been impartial but instead favored the nobles. The incident inspired Fredrick to codify the Prussian laws, resulting in the General State Laws for the Prussian States. Also, Fredrick was admired abroad for his defence of the peasants. Catherine the Great called Frederick ”Solomon of the North” and allegedly the Moroccan Sultan was so impressed he released all Prussian citizens in his jails without any ransom payments. https://en.wikipedia.org/wiki/Miller\_Arnold\_case
