That kind of light infantry were pretty standard amongst European style armies since the Napoleonic era. Their main problem was that they lacked the concentrated mass of bodies to resist an enemy advance, and especially a cavalry charge. This is why they mainly served as scouts and skirmishers, softening the enemy up before the main clash
