Nations do generally try and make use of what they have, and the Soviets/Russians had men... but for example in WW1 they tried (and succeeded) to mobilise quickly. Sadly for them the Germans were ready. Russia has had some very good military thinkers. The problem is their society has never been able to create forces to take advantage of those thoughts (talking mostly about industrialization and more recent). Also, Russia has had (and still does have) good designers/engineers, but their industry has not been on par with the designs.
