Useally when a Empire takes in and raises a foreign noble they create an ally that can be dropped into their own territory who can use his empire connections flr his own political advantages over locals incentivizing loyalty to the empire. He can also be played as card if the empire wants to destabilize the foreign kingdom. Arminious, Skanderbeg, and Vlad Tepesh are the exceptions not the rule. Edit: i guess the fedorati system failed in the late roman empire but that was a different can of worms all together.
