Im pretty sure it only ever concerned Portugal and Spain, saying that portugal can claim all non-christian lands of the old world, while Spain can claim all the non-christian lands of the new world (except that bit in brazil), and that they wouldnt place conflicting claims on any territory
The treaty just says Spain isnt allowed to take lands east of this line, and Portugal isnt allowed to take lands west of this line. It says nothing about anyone else.
