Samuel wanted to pass a lot of reforms in Palestine, but wasnt able to, because practically all of his attempted moves were blocked by politicians in London who saw them as “Jewish subversion”. When Samuel attempted to raise the age of consent in Palestine to more than 13, it was blocked by British politicians who claimed that the move was “A Jewish perversion of the pure and noble Arab way of life”.
