A great example of this was the An Lushan Rebellion during the Tang Dynasty. By all means a devastating conflict & one of the worst civil wars in Imperial China history. Supposedly 13 million people perished in the conflict, but when things calmed down, the numbers would go up and down a lot which was inconsistent of a mass death event and more likely shoddy record keeping. There was also the way the Tang surviving Bureaucrats recorded casualties: officials would go to a village or community, find it abandoned, compare it to previous data from said village, and conclude every household here is dead. The fact that they went refugees and ran to a safer part of the Empire was not exactly considered until much later.
