German leadership stopped trying to control the Wehrmacht as they were retreating. The thinking was that if they ignored the war crimes being committed by the troops, then the troops would fight harder AND win because they would not want to lose to the Allies AND face war crime trials. It was a criminal endeavor from the top down.
