In the meantime France : no limits on the size of a submarine
During negotiations, the British worked in an exemption so that water tanks didn’t count towards displacement - arguing that their ships needed to carry large quantities of fresh drinking water owing to the need for long voyages across their global empire. They then designed the *Nelson*-class battleships to have large water-filled anti-torpedo bulges (intended to detonate torpedoes, absorb their explosions, and contain flooding to damaged areas within the bulges) and didn’t count the this water weight towards the displacement limit. The Americans, Japanese, and Italians just straight up fucking lied. For example, the *Lexington*-class aircraft carriers were officially at the exact maximum allowed weight for aircraft carriers converted from battleceuisers — 33,000 tons — but both actually weighed over 35,000 tons.
