The Japan modernisation was, in fact, a coup by samurai clans traditionally  opposite to the shogunate. These clans were for generatiojs relegated to role of perpetual opposition because of sides taken in some much older civil war. The Menji restoration was power transfer between traditionalist clans (supporting shogun) and modernized opposition clans (using Menji as figurehead). The samurai and feudalism were formally abolished, but the victorious clans instead dominated Japanese Navy and Army and kept  playing old feudal games in new uniforms (and if you wonder why Army and Navy acted more like two rival feudal clans independent from central government than two services in nations armed force all the way to 1945, thats why). In China, there was no consolidated opposition ready to use modernisation as platform to take over the country... yet.
