Context: The Mandate of Heaven is a Chinese political doctrine that states that the Chinese Emperor is the universal monarch and he rules all under heaven. Meaning that the Emperor is the Emperor of the world and all other nations are his vassal. So to them, in theory everybody was their vassal. In practice they were smart enough to know that this wasn’t realistic. And they were aware of and didn’t demand tribute from other empires such as Rome for example. But on the other hand, they sometimes did pull this into real politics. For example the Japanese emperor once sent an embassy to China with a letter that started with this: *The Son of Heaven where the sun rises \[Japan\], to the Son of Heaven where the sun sets \[China\], may good health be with you.* And this was taken as an offense by the Chinese emperor because he didn’t want the Japanese to think they were equal to the Chinese. This wasn’t unique to the Chinese, there are various claims to emperorship of the world all throughout history. The Neo-Assyrian kings called themselves “King of the Universe” for example. Or Charles V had the motto of A.E.I.O.U. (Austria Est Imperare Orbi Universo), which translates to it is Austrias destiny to rule the world. But the Chinese Mandate of Heaven has been one of the most persistent ones.
