Lee that marched his troops North 4 months before the proclamation. When he did that, Britain and France basically sat back and said, Lets wait to see how this turns out, and then Lee proceeded to lose horrendously. Britain and France actually had so much cotton that the end of southern cotton exports allowed them to put the stuff they had built up through the mills, so it helped preventing a glut on the market
